Austria(if emperor) also won't join you in wars inside the HRE and in defensive wars outside the HRE the emperor will join you even if you're not allied. Muscovy can be a powerful ally but they are a long way from Germany and often will not join your offensive wars in the west because of "distant war". Going after them doesn't exactly stop you from conquering the German lands for forming Germany but for a new player it can be hard to deal with all that so it's better to just concentrate on the German lands you need for Germany. So, do what he said in the beginning but forget about allying Muscovy and preparing to go after Poland/Lithuania. To form Germany you need to conquer a large portion of the HRE and you don't need any of Polish or Lithuanian land for that.
